1. By automating the ballot counting, cheating can be reduced down to a minimum. This increases the risk of my job because of the corruption going on inside the government. Politicians will do everything to make themselves win in an election- and will use all means necessary. Some will try to offer bribes and all sorts of stuff just so that they could get away with cheating. This job could also be considered as life-threatening. Because I've accepted this job offer.. it is my responsibility to secure the automation process, and this means having no contact with politicians as much as possible. I could probably ask COMELEC to provide additional security since my job will benefit the country as a whole. 2. By accepting the project, I would first analyze what the problems are with the current voting system. By doing so, I would be able to discover what are the possible causes for cheating and errors in the current system. The second would be to report to COMELEC on how much budget would be needed for automating the voting process. This would include the budget for ordering the computers that will be used for the upcoming elections. After these things have been organized, I would design a system on improving the efficiency of counting the votes. This would include where the system counts the votes and to whom it goes through. Security of the system is the main priority here, preventing possible risks due to hackers, etc. Next would be to plan out the logistics. This would include the locations of the automated machines for counting. By preventing transportation of ballot boxes by humans would decrease the chances of cheating as well. And last would be to design an alternate system incase the automated system fails. 3.If I were to choose my team members, I would first choose those who do not have any connections with government officials. By doing this, any bias towards politicians can be reduced. This project will tend to have a very high amount of workload towards election time, therefore I would need individuals who are dedicated to their job. And of course each individual needs to specialize in certain areas to make the team efficient and effective. 4. The experts that I would consider would be those knowledgable in the IT industry. Automating the voting system would involve lots of programming so IT professionals specializing in software design would fit the job nicely. 5. I would assume the planning stage would take some time as there are a lot of problems in the current system needs to be addressed. The planning stage should be started on at an early stage, possibly a few months before the election begins. The project will be active from this point on until the votes have been counted.
